The cities in both movies have a very similar feel (almost as if the production designer and cinematographer were the same (don't know)). Both cities have this fantastical dark and sinister feel to the landscape. While many movies do, I agree, these two just seemed more similar to each other than most. And while I don't remember what they are called, the people who run the experiment in Dark City (those guys dressed in black) have an almost identical persona in City of Lost Children. Anyway, both are really good films.
