Take this movie for example it says it has 480 picture. In a word, no. Some Blu-ray discs have the special features in Standard Def. To code the feature presentation with 1080i/1080p plus lossless audio takes up a huge amount of disc space, and the only way they could make the movie + the special features fit on one disc is to put the special features in SD. The discs themselves are not compatible with a Standard Def. DVD player.
