So they came up with an in between. If you want to get down to technicalities the first movie that got a PG-13 rating was Flamingo Kid but it took it six months to hit the theatres after it was rated by the MPAA. Red Dawn got the 2nd PG-13 rating but hit the theatres first. And like bigred said it was Temple of Doom and Gremlins that got them to think about adjusting the ratings as they felt the movies were too violent for PG but too tame for R sp although they didn't get a PG-13 rating they created the category. Midnight Cowboy got an X rating and that movie is not rated x, its just because it dealt with homosexuality is why it got the higher rating. They changed the rating like 25 years later to R.
